Boards and Commissions

The City of Menominee has various Boards and Commissions whose members are appointed by the Mayor with City Council confirmation. There is always a need for citizens to serve. Interested individuals can apply by sending a letter of interest to Mayor Jean Stegeman at City Hall, 2511 10th Street, Menominee, Michigan 49858, indicating on which board they wish to serve and describing their relevant experience.  Descriptions of the Boards and Commissions follow:

 

BOARD OF REVIEW

The Board of Review has three members who serve two-year terms. The Board of Review is a quasi-judicial board that hears assessment appeals from property owners. The Board has the authority to weigh valuation and exemption evidence and, if necessary, change the assessor’s assessment of individual properties. The Board meets in March, July and December.

 

BOARD OF CEMETERY TRUSTEES

The Board of Cemetery Trustees has three members who serve three-year terms. The Board is responsible for the governance, control, direction and management of Riverside Cemetery. The Cemetery Board meets the second Tuesday of each month at 9:00 a.m.

 

CONDEMNATION BOARD

The Condemnation Board has three members who serve three-year terms. This Board is a quasi-judicial board that hears appeals of decisions made by the Building Inspector relating to dangerous or unlawful buildings or structures, dangerous property, junk, or abandoned vehicles. Decisions of the Condemnation Board are final unless appealed to the City Council. The Condemnation Board meets as needed.

 

CONSTRUCTION BOARD OF APPEALS

The Construction Board of Appeals consists of five members who are architects or skilled building tradespersons, and serve two-year terms. The Board hears appeals of decisions by the Building Inspector and Code Enforcement Officer (except for those heard by the Condemnation Board). The CBA meets as needed.

 

DOWNTOWN DEVELOPMENT AUTHORITY

The Downtown Development Authority consists of twelve members who serve four-year terms. At least five members must have an interest in property located in the Downtown District, and at least one member must be a resident of the downtown district. The DDA is a public corporation which may acquire and sell property and sue and be sued. The duties of the DDA include oversight of the Downtown District, including encouraging economic growth and historical preservation. The DDA is responsible for administering the Downtown Tax Increment and Financing Plan that exists within the boundaries of the Downtown District. The DDA meets the third Wednesday of each month.

  

ECONOMIC DEVELOPMENT CORPORATION

The Economic Development Corporation consists of eight members who serve six-year terms. Their primary duty at this time is to serve as the Menominee Brownfield Authority. The Brownfield Authority oversees certain developments within the City that involve blighted, obsolete, or contaminated property. Examples of Brownfield developments are the Perkins Restaurant and Americinn Motel project and the North Honda Motorsports project.

 

HARBOR & INDUSTRIAL COMMISSION

The Harbor and Industrial Commission consists of six members who serve five-year terms. The Commission’s primary function is to represent the City in matters involving harbors, waters, and shipping facilities and interests, and make recommendations to the City Council regarding those areas. The Harbor Commission’s responsibility includes general oversight of the Menominee Marina. The Commission meets annually.

 

HENES PARK BOARD OF COMMISSIONERS

The Henes Park Board of Commissioners consists of five members who serve six-year terms. The Henes Park Board’s duties include supervision, management and oversight of John Henes Park. Expenditures of public funds for the Park are made under the direction of the Board. The Board makes recommendations to the City Council concerning the Park and provides the Council with an annual report.

 

HISTORIC DISTRICT COMMISSION

The Historic District Commission consists of seven members who serve three-year terms. The primary function of the HDC is to consider improvements and renovations to buildings, and maintain the historical integrity of the Historic Downtown District in accordance with federal and state standards.

 

LIBRARY BOARD OF TRUSTEES

The Library Board of Trustees consists of five members who serve five-year terms. The Board is responsible for the governance, control, direction and management of Spies Public Library. The Board provides input and assistance with the selection process for the Library Director position. The Board makes an annual report on the operation of the Library, and assists the Director with preparation of the Library’s budget. The Board of Trustees meets the first Friday of every other month.

 

PLANNING COMMISSION

The Planning Commission consists of nine members who serve three-year terms. State statutes govern the Planning Commission’s duties. Those duties include administering the City’s zoning ordinance and Comprehensive Plan to promote orderly development within the City, and oversight of planning for public structures and improvements. The Planning Commission meets the second Tuesday of each month at 4:15 p.m.

 


POLICE AND FIRE RETIREMENT BOARD

The Police and Fire Retirement Board consists of five members who serve four-year terms. The Board is made up of one fireman elected by members of the Fire Department; one policeman elected by members of the Police Department; two City Council appointees; and the City Treasurer. The Retirement Board is responsible for management of the City’s Police and Fire Retirement Fund. The Board invests assets of the Retirement System in accordance with provisions of Michigan law. The assets of the Retirement System are separate from the funds of the City. The Board also reviews and approves retirement benefit requests from policemen and firemen. It meets as necessary.

 

 

WATER AND WASTEWATER UTILITY BOARD

The Water and Wastewater Utility Board consists of five members who serve five-year terms. Members must be property owners and registered voters within the City. The Board is responsible for the governance, control, direction and management of the City’s water and wastewater utilities and the utilities’ funds. The Board oversees Menominee’s water distribution and water treatment operations. The WWUB meets the second Thursday of each month at 4 p.m.

 

ZONING BOARD OF APPEALS

The Zoning Board of Appeals consists of seven regular and two alternate members who serve three-year terms. Their duties include hearing requests for variances from the zoning ordinance. The Board also hears appeals from decisions of the zoning administrator and reviews any orders, requirements, decisions, or determinations made by the zoning administrator or other official charged with enforcement of the zoning ordinance.   The ZBA meets as needed.
