SPECIAL COUNCIL PROCEEDINGS
JULY 12, 2004
A special meeting of the Menominee City Council, City of Menominee, County of Menominee, State of Michigan, was held Monday, July 12, 2004 at 3:30 p.m. in the Municipal Complex Council Chambers.
The Honorable George W. Krah called the meeting to order and led the pledge of allegiance to the flag.
PRESENT: Council Members Fernstrum, Hudon, Jasper, Mick, Organ, Plemel, Schloegel, and Sorensen;

PRESENT: 9 ABSENT: 0
A motion was made by Council Member Plemel and seconded by Council Member Sorensen to approve the agenda for the meeting dated July 9, 2004. This motion was carried unanimously.
Mayor Krah opened the special meeting that he called for the purpose of considering the following agenda:
PUBLIC COMMENT:
Mayor Krah opened the public comment session that was called for the purpose of hearing citizen comments on agenda items only.
Doreen Grinsteiner, Daggett MI, requested that council remember their first choice for firefighter and that he (Chris Dessart) should be hired.
Robert Marcoe, Menominee Township Supervisor, said Mr. Dessart had worked for five years as an unpaid volunteer firefighter and would be a fine employee.
A motion was made by Council Member Plemel and seconded by Council Member Sorensen to close the public comment session. This motion was carried unanimously.

COMMITTEE REPORT:
The Public Safety Committee reported that they had held interviews for the position of Fire Fighter and recommended that Todd Lemery be appointed to this position under the customary probationary period.

A motion was made by Council Member Mick and seconded by Council Member Sorensen to adopt the foregoing report.

NAYS: Hudon, Jasper, Organ, and Fernstrum
This motion was carried.
The following proclamation was presented next:
PROCLAMATION SUPPORTING BAY CLIFF HEALTH CAMP
AND A PROPOSED FEDERAL APPROPRIATION
FROM HEALTH, LABOR AND SOCIAL SERVICES
WHEREAS, Bay Cliff Health Camp was established in 1934 as a voluntary non-profit organization under the leadership of the Michigan Public Health Department to serve the underprivileged and undernourished children from the fifteen counties of Michigan's Upper Peninsula; and
WHEREAS, Bay Cliff Health Camp was established in Big Bay, Michigan, in northern Marquette County, utilizing a secluded farm as a site and through special funding from the Michigan Crippled Children's Fund initiated by Sen. James Couzens, was secure in adding facilities to serve and treat children with polio beginning in the early 1940's; and
WHEREAS, Bay Cliff Health Camp, as a non-profit 501(c)(3) organization and led by a volunteer board of director, raises contributions to fund, at no cost to the families, the attendance of all Upper Peninsula children who attend the seven week summer therapy camp program; and
WHEREAS, during its 70 years, Bay Cliff Health Camp has served over 11,000 children and continues to serve children from across the entire Upper Peninsula who have physical disabilities such as cerebral palsy; traumatic brain injury; spinal cord injury; degenerative neurological diseases, and various speech, hearing and vision disabilities, and has helped these children to lead successful, productive lives; and
WHEREAS, the Bay Cliff Health Camp board of directors set a bold vision to renovate its 70 year old facilities in order to make them accessible by the standards of the Americans with Disabilities Act and to upgrade the facilities to make then inhabitable year round, thereby enable the camp to offer health and therapy programs year round for more children and adults with various disabilities; and
WHEREAS, this body recognizes the significant benefit that the Bay Cliff Health Camp has provided to the health of many members of this community over the years, and offers support for the proposed appropriation in the United States Health, Labor and Social Services fiscal year 2005 budget that would assist Bay Cliff Health Camp with the renovation of its facilities;

NOW, THEREFORE, BE IT RESOLVED, that the Menominee City Council proclaims that a special day of recognition be established as Bay Cliff Health Camp Day on Saturday, July 17, 2004.
A motion was made by Council Member Plemel and seconded by Council Member Sorensen to adopt the foregoing proclamation. This motion was carried unanimously.
PUBLIC COMMENT:
Mayor Krah opened the public comment session.
Robert Marcoe, Menominee Township Supervisor, said he lost out to a firefighter position in 1950 after a couple of years of experience in the Air Force and crash and rescue experience because the job went to a council member's son.
Debbie Jones, 3112-22nd Street, thanked Council Member Jasper for his comments.
A motion was made by Council Member Plemel and seconded by Council Member Sorensen to close the public comment session. This motion was carried unanimously.
