REGULAR COUNCIL PROCEEDINGS
MAY 17, 2004
A regular meeting of the Menominee City Council, City of Menominee, County of Menominee, State of Michigan, was held Monday, May 17, 2004 at 5 p.m. in the Municipal Complex Council Chambers.
The Honorable George W. Krah called the meeting to order and led the pledge of allegiance to the flag.
PRESENT: Council Members Fernstrum, Hudon, Jasper, Mick, Organ, Plemel, and Schloegel; Mayor Krah
ABSENT: Council Member Sorensen
PRESENT: 8 ABSENT: 1
A motion was made by Council Member Plemel and seconded by Council Member Fernstrum to excuse Council Member Sorensen from the meeting. This motion was carried unanimously.

A motion was made by Council Member Plemel and seconded by Council Member Fernstrum to remove item #4 under reports of standing committees (The Parks and Recreation Committee on the Rotary playground project) from the agenda to approve the agenda for the meeting dated May 10, 2004 as amended. This motion was carried unanimously.

There being no additions or corrections to the minutes of the regular or special meetings of April 19, 2004, the minutes of both meetings stood approved as presented.
PUBLIC HEARINGS:
Mayor Krah opened the public hearing that was called for the purpose of hearing citizen comments on the proposed special assessment district for street reconstruction on 14th Street, 15th Street, and 42nd Avenue.
The following written communication was received:

RE: 42nd Ave., 14th Street, 15th Street Reconstruction
Dear Tom,
We are writing to object the proposal to have curbs installed on the above mentioned project. We are unable to attend the meeting on Monday, May 17th, 2004 and would like our opinion to be voiced. We feel the cost to install curbs is too high and is unnecessary.

Verbal comments were heard as follows:
Jerri Tuma, 1300-42nd Avenue, has already paid special assessments on 13th Street and is against the project.
Bob Lozier, 4109-15th Street, is for curb and storm drainage.
Marlene Monson, 4016-14th Street, is for the project; drainage is currently bad; this is a nice area and deserves this improvement.
Steve Kehoe, 4001-14th Street, is in favor of the curb and storm drainage. He believes it will be beneficial to the area.
Dan Saucier, 4101-15th Street, said flooding is bad and this will help.
Jeff Tuma, 1300-42nd Avenue, said he would be double assessed. Do they get credit for a corner lot that has already been assessed during the 13th Street project? He is against the project.
Nate Reiswitz, 4101-14th Street, said this is a nice area with terrible streets. The curb and gutter will be good for street life and that he is in favor of the project. He handed out his canvass of neighbors as follows:
"I am a property owner in the 14th and 15th Streets and 42nd Avenue areas to be reconstructed this year. I could not make the meeting scheduled for May 5th, 2004. However, I authorize Nate Reiswitz to act as my agent or representative in my absence. I have received and reviewed, and agree to the cost estimate for this project and would like to see it move forward. I am putting my name to this document to show that I am in favor of curbs and gutters being included in this project. Thank you.

No one was heard.
A motion was made by Council Member Plemel and seconded by Council Member Jasper to close the public hearing. This motion was carried unanimously.
Mayor Krah opened the final public hearing that was called for the purpose of hearing citizen comments on proposed amendments to M.O.C. 8:3.1 - Annual Appropriation Bill for the 2004-2005 fiscal year.
No one was heard.
A motion was made by Council Member Mick and seconded by Council Member Plemel to close the public hearing. This motion was carried unanimously.

No one was heard.
