REGULAR COUNCIL PROCEEDINGS
MARCH 17, 2003
A regular meeting of the Menominee City Council, City of Menominee, County of Menominee, State of Michigan, was held Monday, March 17, 2003 at 5 p.m. in the Municipal Complex Council Chambers.
The Honorable Laurie A. Stupak called the meeting to order and led the pledge of allegiance to the flag.
PRESENT: Council Members Lambrecht, Mick, Multerer, Organ, Pintarelli, Plemel, and Sorensen
Mayor Stupak
ABSENT: Council Member Evans (excused)
PRESENT: 8 ABSENT: 1
A motion was made by Council Member Mick and seconded by Council Member Organ to excuse Council Member Evans from the meeting. This motion was carried unanimously.
A motion was made by Council Member Plemel and seconded by Council Member Lambrecht to approve the agenda for the meeting dated March 6, 2003 with the removal of #'s 3, 4, and 5 under reports of standing committees. This motion was carried unanimously.
There being no additions or corrections to the minutes of the regular meeting of February 17, 2003, the minutes of the meeting stood approved as presented.
PUBLIC HEARING:
Mayor Stupak opened the public hearing that was called for the purpose of hearing citizen comments on the proposed amendment to M.O.C. 1:3.1(7) Compensation of Officers - City Manager's salary.
Council Member Multerer asked if any of the health insurance premiums were paid by officers.
Mr. Furton said it was not.
A motion was made by Council Member Plemel and seconded by Council Member Multerer to close the public hearing. This motion was carried unanimously.
PUBLIC COMMENT:
Mayor Stupak opened the public comment session that was called for the purpose of hearing citizen comments on agenda items only.

A motion was made by Council Member Plemel and seconded by Council Member Sorensen to close the public comment session. This motion was carried unanimously.
COMMITTEE REPORT:
At a February 28, 2003 meeting the Buildings and Grounds Committee reviewed Pay Estimate #1 in the amount of $5,566.50 to Barley Excavating, Inc. for Contract 02-BD-08 Building Demolition at 1109-38th Avenue and they recommended that it be approved.
S/BUILDINGS AND GROUNDS COMMITTEE
A motion was made by Council Member Organ and seconded by Council Member Mick to adopt the foregoing report. This motion was carried unanimously.
COMMITTEE REPORT:
At a meeting held February 28, 2003 the Finance Committee reviewed the claims for the month of February 2003 and recommended that checks be drawn on the treasurer in payment of the bills as follows:
General Fund $196,789.08
S/FINANCE COMMITTEE
A motion was made by Council Member Lambrecht and seconded by Council Member Plemel to adopt the foregoing report. This motion was carried unanimously.
COMMITTEE REPORT:
At a February 28, 2003 meeting the Personnel and Labor Committee reviewed City Manager Anthony Furton's favorable evaluation and they recommended that the evaluation be accepted and placed on file, and they further recommended a 3.5% increase in salary effective March 1, 2003.

A motion was made by Council Member Lambrecht and seconded by Council Member Plemel to adopt the foregoing report.

COMMITTEE REPORT:
At a February 28, 2003 meeting the Public Safety Committee reviewed the bids received to supply 15 sets of Turnout Gear for the Fire Department and recommended accepting the bid from Fire Gear in the amount of $894.15 per set.
S/PUBLIC SAFETY COMMITTEE
A motion was made by Council Member Sorensen and seconded by Council Member Plemel to adopt the foregoing report. This motion was carried unanimously.
COMMITTEE REPORT:
At a February 28, 2003 meeting the Public Works Committee reviewed Pay Estimate #3 in the amount of $3,347.46 to Barley Trucking and Excavating for Contract 02-RD-07 the Northeast Road Reconstruction project and they recommended that it be approved.
S/PUBLIC WORKS COMMITTEE
A motion was made by Council Member Plemel and seconded by Council Member Mick to adopt the foregoing report. This motion was carried unanimously.
MOTIONS AND RESOLUTIONS:
The first item under motions and resolutions was the following amendment to M.O.C. 1:3.1(7) Compensation of Officers - City Manager's salary:
TITLE 1: ADMINISTRATION
CHAP. 3: OFFICERS 1:3.1
1:3.1 COMPENSATION OF OFFICERS.
(7) CITY MANAGER.
Compensation for the office of city manager shall be $58,667.00 $60,720.00 per year commencing
March 1, 20023.
A motion was made by Council Member Plemel and seconded by Council Member Lambrecht to adopt the foregoing ordinance amendment.

PUBLIC COMMENT:
Mayor Stupak opened the public comment session.
Dennis Pape said he was in favor of the Spies Field project, but was concerned about the pile of dirt at the north end of the parking lots that was dumped during the gas station construction. He has filed a protest with the DNR due to contaminated soil(s).
Mr. Furton said it had been tested and okayed in 1998.
A motion was made by Council Member Plemel and seconded by Council Member Lambrecht to close the public comment session. This motion was carried unanimously.
