A Committee of the Whole meeting of the Menominee
City Council, City of Menominee, County of Menominee, State of Michigan, was
held Thursday, February 2, 2006 at 7 a.m. in the Municipal Complex Council
Chambers.
The Honorable George W. Krah called the meeting to
order and led the pledge of allegiance to the flag.
PRESENT: Mayor
Krah; Council Members Fernstrum, Hudon, Jasper, Mick, Organ, Pintarelli,
Schloegel,
and Sorensen
ABSENT: None
PRESENT: 9 ABSENT: 0
The
agenda consisted of the City Manager position.
PUBLIC COMMENT:
Mayor
Krah opened the public comment session called for the purpose of hearing
citizen comments on agenda items only.
Walter
Multerer, 1012-38th Avenue, asked Mr. Furton is he was a member of
the Michigan Municipal League Board.
Mr. Furton answered no; he is a member of the Liability and Property
Pool Board.
A
motion was made by Council Member Jasper and seconded by Council Member
Sorensen to close the public comment session.
This motion was carried unanimously.
A
motion was made by Council Member Jasper and seconded by Council Member Hudon
to recommend to city council that they retain the Michigan Municipal League as
the consultant in the city manager hiring process.
A
motion was made by Council Member Jasper and seconded by Council Member Hudon
to amend the foregoing motion to recommend to city council that they authorize
the city manager and city attorney to negotiate a contract with the Michigan
Municipal League to serve as the consultant in the city manager hiring
process. This motion was carried
unanimously.

A
motion was made by Council Member Organ and seconded by Council Member Mick to
proceed with appointing an in house interim city manager.
AYES: Hudon, Jasper, Krah, Mick, Organ, Pintarelli,
Sorensen, and Fernstrum
NAYS: Schloegel
This
motion was carried.
Mayor
Krah read the following names as applicants for the interim city manager
position:
George Cowell
Thomas DeNike
Cheryl Hoffman
Jeffery Jones
Jill Schwanz
A
motion was made by Council Member Schloegel and seconded by Council Member
Jasper to recommend to city council set the salary for the interim city manager
at $60,000 and not to include any additional benefits over what they currently
receive.
A
motion was made by Council Member Schloegel and seconded by Council Member
Jasper to amend the foregoing motion to recommend to city council to set the
salary for the interim city manager at $60,000 and not to include any
additional benefits over what they currently receive unless their current
salary is more than that amount.
The
foregoing motions and seconds were withdrawn Council Members Schloegel and
Jasper.
A
motion was made by Council Member Fernstrum and seconded by Council Member
Organ to recommend to city council to set the compensation for the interim city
manager at $1,000 per month in addition to their current salary.
AYES: Hudon, Jasper, Krah, Mick, Organ, Pintarelli,
Schloegel, Sorensen, and Fernstrum
NAYS: None
This
motion was carried unanimously.

Walter
Multerer, 1012-38th Avenue, commented on the amount of time it will
take for a department head to act as interim city manager and manage their
respective department.
Mike
Roach, Director of Public Works, said he has attended all of the meetings
regarding this process and commends city council for their work. He looked at the pros and cons in applying
for the position and said he wouldn’t feel comfortable in trying to do both
jobs.

motion was made by Council Member Jasper and seconded by Council Member Hudon
to close the public comment session.
This motion was carried unanimously.
ADJOURN:
A
motion was made by Council Member Mick and seconded by Council Member Hudon to
adjourn the meeting. This motion was
carried unanimously.
